The rule was created in 1982 and, beginning in 1984, mandated that every funeral home in the United States comply with its requirements and provide this information to the families they serve.


The Funeral Rule is enforced by the Federal Trade Commission and exists to ensure transparency, choice, and fairness when arranging funeral services. Its purpose is simple: families deserve clear information and the freedom to make decisions that are right for them, without pressure or confusion.


The General Price List Explained


One of the most important requirements of the Funeral Rule is the General Price List, often called the GPL.


A General Price List is a written document that every funeral home must provide to families at the beginning of the arrangement conference. It lists the prices of goods and services offered by the funeral home, including basic service fees, burial and cremation options, merchandise ranges, and optional services.


Families are entitled to receive this list before discussing specific arrangements. They may also request it over the phone or in writing, and funeral homes must provide it without requiring personal information or commitments.


Your Rights When Planning a Funeral


The Funeral Rule also protects a family’s right to choose only the services they want. Families cannot be required to purchase a package or unnecessary item as a condition of receiving other services.


For example, families are not required to choose embalming unless it is legally required in specific circumstances, such as a public viewing for public health reasons. Embalming is also not required for direct cremation services.


Why Transparency Matters


Another key aspect of the rule is clarity. Prices must be listed plainly and honestly. If a fee is unavoidable, it must be clearly explained.


For example, “Basic Funeral Services of the Director and Staff” is a required line item and is either itemized or included in all funeral and cremation packages. This charge represents an appropriate allocation of overhead expenses, including professional licensing, building and utility costs, taxes, insurance, legal and accounting fees, grounds maintenance, equipment, furnishings, record keeping, and administrative expenses.

If a service is optional, that must be clearly stated as well. This transparency allows families to make informed decisions based on their preferences and budget.
